California Penny Post Cover Census

The type 4 franks were first issued on July 11, 1855. The type 4 franks are all inscribed "TO THE PENNY POST" in hollow letters at top. There all have same basic imprint but come with, and without, list of towns. Subtypes as follows:

A. Paid 7 on 3c postal stationery
B. Collect Penny-Postage 10 on 3c postal stationery
